34、The oil spill, drifting toward the Louisiana Coast,
35、is 80 miles long.
36、It’s about the size of Rhode Island.
37、This oil rig was kind of like the Titanic.
38、It was this marvel of engineering.
39、As the chief executive of BP,
40、can you please tell the American people
41、what specifically you take responsibility for?
42、I take full responsibility to eliminate the leak
43、as fast as we can and clean up the oil.

184、”We don’t need that many people to properly maintain the rig,”
185、so they started eliminating positions.
186、At first, it seemed OK because, you know, equipment’s new.
187、It doesn’t break down very much when it’s new.
188、But pretty soon, started getting too much
189、for us to keep up with.
190、The accident aboard the drilling platform,
191、you’ve made clear that that was the fault
192、of that drilling company, but it was your oil
193、that was coming out here and is now poisoning the Gulf of Mexico.
194、What kind of oversight did you have on that drilling operation?
195、We can review the issues around that in the future.
196、Our focus today is responding to the incident.
197、We’re focused on eliminating the leak,
198、and we’re focused on defending the shoreline.
199、I’m pleased to announce that BP has agreed
200、to set aside $20 billion to pay claims
201、for damages resulting from this spill.
202、It is my great pleasure to introduce
203、the person known as “the $20 billion man,”
204、the man selected to handle the $20-billion fund,
205、Mr. Kenneth Feinberg.
206、BP decided we do not want to go
207、the Exxon Valdez litigation route.
208、The Exxon Valdez spill is now more than 20 years old.

213、BP’s only got 10 or 15 percent of that oil floating.

299、The actual offshore oil and gas industry
300、started here in Morgan City in 1947,
301、when a group went from Morgan City out into the Gulf,
302、built a platform, put a land rig on the platform,
303、drilled a well, couldn’t see land.
304、So they were offshore.
305、This is the first movable rig ever built.
306、- Really? – Mm-hmm.
307、So it went to work in 1954.
308、This is how they lived, this is the living quarters.
309、So when this quarters was built, it was built for all men.
310、So community bathroom, community shower room, and…
311、You mean my dad might sleep in one of these beds?
312、This is how he lives when he’s offshore.
313、This is the type of room he stays in.
314、All right, this is the drill floor.
315、So this is where all the drilling activity takes place.
316、This is the whole reason we built the rig is for this drill floor.
317、So oil is made from the earth?
318、One of the theories is that oil, it comes from fossils.
319、- Yeah, fossil fuel! – Fossil fuels.
320、- But is it a fossil fuel? – I don’t believe so.
321、You don’t believe so? No, ’cause it’s just a theory.
322、Now I’ll give you the theory I live by.
323、God created the earth to sustain life.
324、So he gives us wind, he gives us solar,
325、thermal, nuclear, coal, oil, gas.
326、All of these things are all created by God.
327、The White House is putting a hold
328、on any new offshore oil projects until safeguards…
329、…continuing to drill at these depths
330、without knowing what happened, does not make any sense.
331、That’s why I’ve issued a moratorium
332、on deepwater drilling.

335、Has your company had to start laying off people?
336、Have you lost your job because of it?
337、I have read estimates from upwards of 400,000 jobs,
338、9,000 jobs here immediately on the Gulf Coast,
339、with upwards to 23,000.

357、We have done miscellaneous contracts
358、for the Transocean people,
359、and just about everybody in the oil field.
360、Anybody that builds an oil rig that needs it picked up,
361、we drive over and reach over on the land and pick it up.
362、This is a big pipe-lay rig here.
363、This is a typical thing that we would tow with one of our tugs.
364、But we’re going through a serious rethink
365、on the whole industry in the Gulf of Mexico since the big BP spill.
366、One of the big issues is now that they’re just simply not issuing permits to drill.
367、In normal times, you’d see several hundred people working in these yards.
368、Now they’re down to skeleton crews.
369、This conglomeration was drifting around the Gulf of Mexico
370、two miles offshore Mobile Bay.
371、You’ll see water boiling out of this
372、if you get it a little hot.
373、It’s slippery. It slides.
374、Its consistency’s considerably stiffer than that of peanut butter.
375、It probably would stick to the roof of your mouth
376、and not go down your throat.
377、And handling it is a bit of an art form.
378、Chocolate mousse, somebody says.
379、But it’s not chocolate mousse.
380、It’s heavier than that, and it tastes a bit different.
381、For years I had this theory
382、that if you didn’t get thrown out before the end of the night,
383、you weren’t having a good time.
384、That’s what I thought, too.
385、I guess I been living wrong. I’ve never been to jail.
386、Honey, you never been to jail?
387、- Donnie has, I’m sure. – – Three times.
388、I threw a railroad tie through the back window of a suburban.
389、What? Y’all a bunch of degenerates.
390、I was wanted in Venezuela for about 15 years.

392、About 15, years I was wanted in Venezuela.
393、I go to these oil conventions in Texas or wherever,
394、and the Chinese are real big in this.
395、And the Chinese are building oil rigs cheaper and faster
396、and better than we are.
397、Houston used to be the epicenter of oil,
398、and China’s taken over that.
399、People don’t even want a car that they can’t drive
400、at 2:00 in the morning.
401、They want a car they can drive any damn time they want to,
402、they want a light bulb they can turn on any time they want to.
403、They want an air conditioner they can turn on when it’s hot,
404、not just when the wind blows.
405、- Right. – And it’s coal and diesel fuel
406、that transports everything that makes everything.
407、And the, uh, the idea that…
408、The idea that civilization can last three hours without oil
409、is ridiculous at this stage.
410、You see the enormity of the oil that got spilled
411、by the blowout at the Deepwater Horizon,
412、and realize that there are hundreds of rigs out there,
413、and I just started noticing how many cars there are
414、out all the time burning gasoline.
415、And how insatiable
416、our thirst is for gasoline.
417、I think that everybody on the Gulf Coast
418、kind of knows what side of their bread is buttered on,
419、and they don’t want that to change.
420、What are these people gonna do if they got no oil?
421、Once you go into it, it gets in your blood.
422、I know of nobody that went into the oil business
423、and stayed two years and has ever left it.
424、Kind of think of it as a job most of the time,
425、but every once in a while,
426、we start really thinking why we’re out here.
427、It’s… A lot of it’s for the money.
428、A lot of it’s for the excitement.
429、A lot of it’s for the challenge.
430、But then again, a lot of it’s for your kids, too.
431、A lot of the work, especially on the drilling rig floor,
432、can be very, very dangerous.
433、Everything’s heavy. Things are moving fast.
434、It’s kind of a macho world.
435、When I was running four drilling rigs at one time,
436、I was running 24 hours a day,
437、not realizing that I was probably
438、the most unsafe guy in the field.
439、But that is what, in the industry,
440、is kind of the culture.
441、If people were more involved with how much energy they use,
442、if they’d realize the danger involved in providing
443、that gasoline for their car,
444、then I think that they would demand more accountability.
445、I worked for the crane, so I was the guy
446、down on the deck that would tie the ropes to it
447、and hook it up to the crane and, you know, stabilize it
448、while he was picking it up, and then help him set it down.
449、Roustabout is the name of the job,
450、and that’s your main focus of that job is to do that,
451、but basically, you do whatever they want you to.
452、I never had anybody say like,
453、”Oh, you can’t go get a drink of water,”
454、but there’s definitely, like, you say,
455、”Hey, I’m going in to get something to drink
456、because I think I’m getting dehydrated,”
457、there’s gonna be ramifications for that.
458、I’ve had them tell me not to use safety as a crutch.
459、The senior toolpusher told me that. And I told him, I said,
460、”Well, we’re out here for 12 hours, and it’s like 100-something degrees outside. “
461、I was like, there’s gotta be a certain pace you have to assign yourself
462、to make it through the day safely. “
463、BP had in place a policy on every rig,
464、before the Deepwater Horizon blew out.
465、If anybody on the rig, BP employee or not,
466、anybody on the rig submitted an idea that saved BP money,
467、they’d get a bonus.
468、Transocean is growing quite large.
469、It’s the largest offshore drilling company in the world.
470、And I think they may have overreached themselves, because they were building
471、all these new rigs that they had to finance.
472、I think there was definitely some tension out there.
473、Like, people were… people were aware
474、that things weren’t going properly, you know?
475、But we were a little bit behind schedule.
476、So it was starting to cost them a lot of money.
477、That’s when the caution was starting to get smaller and smaller.
478、BP brought a company called Schlumberger out
479、to do a pressure test on the hole.
480、But instead of doing that,
481、they just turned around and sent them home.
482、And I thought, “That’s… that’s kind of odd. “
483、But I figured, well, OK, they’re the experts.
484、They know what they’re doing.
485、Then the one morning before everything happened,
486、in a safety meeting that we all have to attend,
487、the BP managers were saying, “OK, well,
488、we’re going to be doing this and this and this. “
489、And my bosses on the Transocean side
490、were saying, “We can’t do that.
491、No, that’s against the rules. “
492、The BP guy’s saying, “Well, I’m sorry.
493、But that’s the way it is. That’s it, bottom line. Tough. “
494、And, well, the day went on normally.
495、9:40, 9:45,
496、we started hearing extremely loud hissing noise.
497、I called back to Brent, I asked him, you know,
498、”Why don’t you go ahead and call the bridge
499、and ask them if everything’s OK?”
500、They told him that we were under a well-control situation.
501、But that’s not really abnormal. We have well-control situations all the time.
502、The two engines that we had running,
503、engine three and six, both of them
504、started increasing their RPMS.
505、They just kept going up higher and higher and higher.
506、Which is impossible.
507、Then the lights went out, bang.
508、Light bulbs blew up over our heads.
509、Computer consoles went “pfft,” and they’re dead.
510、We were in the dark. It was quiet, nothing.
511、I only had enough time to tell my guys that, “We’re in trouble.
512、Something’s wrong, guys. We are in trouble. “
513、And then the first explosion hit us.
514、It picked me up and flung me and flipped me through the air
515、like I was nothing but a ragdoll.
516、I couldn’t move.
517、Alls I can hear was screaming…
518、…incoherent screamings of pain…
519、…screaming, “I’m dying. I’m hurt.
520、Somebody help me. “
521、Someone crawled, screaming, over the top of me.
522、I fought my way through,
523、and I worked my way out of the wreckage.
524、People were totally… losing it.
525、They were screaming that we had to get off the rig,
526、that it was sinking.
527、The fire was coming and we were gonna burn.
528、I saw men just completely lose control
529、and run to the side of the rig and jump overboard.
530、I’m getting in the lifeboat,
531、it was almost like it’s like a dream,
532、you know, it’s like I wasn’t even there.
533、And then, you know, it’s like you remember
534、just the waves rocking you back to the world, you know?
535、At that point the panic is starting to calm down a little bit.
536、We were starting to realize, OK, we made it out.
537、We survived it, we’re gonna live through this, hopefully.
538、And then, you know, you started to realize
539、that some of these guys didn’t get off, you know?
540、There were 26 separate and distinct things
541、that were done on or off the rig,
542、that made it more likely to blow out,
543、and that were done to save money or to save time,
544、which, on an oil rig, certainly is money.
545、Nobody meant for a blowout to happen.
546、Nobody thought a blowout was gonna happen.
547、Everybody knew that they were doing things in a way
548、that, little by little,
549、took away all these redundant protections that exist
550、to make a blowout so unlikely:
551、Mechanical devices, procedures, tests,
552、fluids, cement.
553、They were cast aside, one by one.
554、They knew when the decision was made
555、to cut corners to finish that job a day or two earlier.
556、They knew the cement hadn’t cured. They knew they didn’t have
557、enough centralizers on there. They knew that the blowout preventer
558、may not prevent a blowout because the hydraulics weren’t working.
559、They knew all kinds of problems. They knew that there was rubber in the mud
560、that was coming back up. You’re not drilling through rubber tires
561、in the bottom of the ocean. If you’ve got rubber in the mud,
562、it came from the blowout preventer.
563、That tells you something.
564、They’re still told to keep going.
565、When the gas is kicking back, they’re told to keep going.
566、These are things that everybody knows are wrong
567、and know that it’s putting them at increased risk.
568、Yet everybody just puts their head down and keeps swimming.
569、And the problem is that with that type of attitude
570、that’s rewarded by the company, it induces that behavior.
571、The oil companies before us today amassed
572、nearly $289 billion in profits
573、over the last three years.
574、Yet the average investment for safety, accident prevention,
575、and spill response was less than one-tenth of one percent
576、of their profits.
577、Mr. McKay, as the president of US BP,
578、were you aware of any of these concerns or problems
579、that existed with this well prior to it blowing?
580、No, I was not.
581、The committee asked each of the five major oil companies
582、for their oil-spill response plans.
583、But what they show is that Exxon-Mobil, Chevron,
584、ConocoPhillips and Shell are no better prepared
585、to deal with a major oil spill than BP.
586、Mr. Tillerson, like BP, on page 11-6 of your plan,
587、”Exxon Mobil’s Gulf of Mexico Oil Spill Response Plan”
588、lists walruses under sensitive biological and human resources.
589、As I am sure you know, there aren’t any walruses in the Gulf of Mexico,
590、and there have not been for 3 million years.
591、It’s unfortunate that walruses were included,
592、and it’s… it’s an embarrassment that they were included.
593、But that’s part of a larger marine mammal study
594、that is used in…
595、that’s used in preparing regional response plans.
596、Mr. Mulva,
597、uh, your plan as well includes walruses.
598、You got the call on April 20th.
599、”Your well just blew. ” What would you have done?
600、We, we would activate our Spill Response plan.
601、That’s about five pages, I think, in your proposal, right?
602、- Yes, sir. – To remove the oil?
603、Your plan is written by the same contractor that BP is.
604、BP relied on Marine Spill Response Corporation
605、to provide response equipment, and so does your plan.
606、So if you can’t handle 40,000,
607、how are you gonna handle 166,000 per day as you indicate?
608、The answer to that is when these things happen,

832、and we just got stuck out of the loop.

886、and was so dedicated
887、and went out there extra when, you know,
888、they needed shifts to cover,
889、and he worked really hard
890、and then for them to seem to abandon him?
891、There’s a lot of anger.
892、I can smell that night now.

896、…insulation.
897、They had to cut it off of me
898、’cause I was having extreme difficulty moving.
899、Having all this Transocean stuff around and BP stuff,
900、manuals and pictures incorporated in our daily life,
901、it really was affecting Doug.
902、So I removed everything out of our house.
903、And Doug would kinda sneak out and look at the stuff,
904、and this is ultimately where he was planning a suicide
905、was… around all this crap.
906、It’s like he felt this magnetism towards it.
907、He had to see it. He had to know it was his.
908、It was like a constant reminder to him
909、of so many accomplishments that he did in his life
910、and his career that he was so proud of.
911、I, um… I’ve constantly thought
912、if I should just get rid of all of this stuff.
913、Why haven’t you yet? What is it about it?
914、I still think that there’s a lot of positivity with this stuff.
915、Somehow Doug feels that this stuff defines him.
916、Doug had three prescriptions before this accident.

918、It makes me feel guilty ’cause I played along.
919、A lot of things that I was doing I knew were wrong.

926、to continue to conduct business this way.
927、I hope that my testimony here today leads to changes
928、that make drilling rigs safer places to work,
929、so that a tragedy like this never happens again.
930、I had a statement I prepared, and I was really nervous.
931、You know, I was kind of on autopilot.
932、I was… The doctors had me on some medication.
933、So I was pretty heavily medicated,
934、and you know, still drinking a lot at that time.
935、So, you know, I just wasn’t feeling very well.
936、But, you know,
937、I recognize that it was important, so I wanted to go do that.
938、When we first went to work on the Deepwater Horizon,
939、we had a fully manned engine room
940、which consisted of six people.
941、Over the years, after Transocean began lessening the crew,
942、I and others complained that we need more help.
943、They just kept telling us that they would see what they could do.
944、We have heard over and over that the value
945、of BP’s stock has fallen. But BP is selling
946、for about the same price it was a year ago today.
947、So BP, Transocean, Halliburton, and any other company
948、will be back because they have the infrastructure
949、and economic might to make more money.
950、But Gordon’ll never be back.
951、Never.
952、And neither will any of the ten good men who died with him.
953、Yes, I’m heading down towards Morgan City.
954、You can go in front of me if you want to.
955、You see that giant thing with the yellow cranes on top?
956、That didn’t exist six months ago.
957、The moratorium on drilling
958、and permitting in the Gulf is over.
959、Price of oil has stabilized very high.
960、Money is coming in, and it is being spent.
961、A few days ago, somebody lit a torch
962、and blew up an oil platform, and a couple of guys died.
963、I suppose I don’t know who else, what,
964、but when you’re doing this, it can happen.
965、Oil is the prize.
966、Gold, in past lives, might have been the prize,
967、but right now, energy is a currency.
968、You can buy it with whatever, dollar or euro
969、or whatever you want, but it is great wealth.
970、And people fight and die over great wealth.
971、They have forever.
972、We have more oil rigs operating now than ever.
973、That’s a fact.
974、We’ve approved dozens of new pipelines
975、to move oil across the country.
976、So do not tell me that we’re not drilling.
977、We’re drilling all over this country.
978、It’s the first oil and gas lease sale
979、in the Central Gulf since the Deepwater Horizon
980、exploded more than two years ago.
981、39 million acres of potential oil and gas drilling
982、are up for grabs in the Central Gulf of Mexico,
983、a massive sale, with 48 companies
984、submitting bids on hundreds of tracts.
985、Anywhere from three miles to more than 230 miles
986、off the Louisiana coast.
987、One bid, Exxon Mobil Corporation:
988、$920,550.
989、Lot 822, one bid…
990、The oil concessions that are granted offshore
991、belong to the government, and in order for BP
992、or anyone else to drill, they have to submit
993、an application and bid and get a permit,
994、and then they’re given a lease to extract that oil
995、that belongs to our government.
996、Our government then gets paid
997、by whoever produces that oil as a royalty interest.
998、So our government is encouraging companies to go out
999、and exploit these oils because our government gets paid.
1000、It is a bit disingenuous for a US Agency
1001、to be issuing permits
1002、and then receiving huge revenues from that,
1003、but yet then politicians beating up
1004、on those very same companies for their activities in the Gulf.
1005、Generally it takes some kind of a traumatic event
1006、to change people‘s behavior.
1007、I’d hoped that the Deepwater Horizon
1008、was gonna raise everyone’s consciousness, but it didn’t.
1009、We had a moment in time
1010、where everybody was paying very close attention,
1011、where we could actually change the way
1012、we think about burning hydrocarbons in this country.
1013、And the political pressures from the Congress,
1014、from the Senate, and in the White House
1015、pushed those issues to the side and voted to stay status quo.
1016、When BP made a commitment to the Gulf,
1017、we knew it would take time,
1018、but we were determined to see it through.
1019、I’m glad to report all beaches and waters are open
1020、for everyone to enjoy.
1021、I hate the commercials.
1022、I hate that they can spend all this money
1023、and tell everybody how great things are down here.
1024、I guess if it wasn’t having a good effect for them,
1025、they wouldn’t still run the commercials, ’cause they’ve been doing it
1026、for a year and half at least.
1027、And they’ve really picked it up now that the trial’s going on.
1028、The trial that’s going on is the biggest civil-damage trial there’s ever been.
1029、Maybe there’ll ever be, for all I know.
1030、Now, I’m not on the trial team, so I don’t need to be here.
1031、But nothing…
1032、…is going on in the world…
1033、…that’s more important to me.
1034、I want to hear all the evidence.
1035、I want to be there when the world finds out
1036、what these people have to say.
1037、In this trial, the fine may be
1038、many billions of dollars.
1039、This is money we’re talking about that runs countries.
1040、That’s the kind of money that strongly affects the United States budget.
1041、I certainly think that the people
1042、who have the most stock,
1043、that being an awful lot of executives at BP,
1044、that means that they would really feel it.
1045、And somebody with BP ought to start feeling something.
1046、Sometimes somebody ought to feel something…

1048、…greed.
1049、Production in the US Gulf
1050、is probably three years behind schedule
1051、because of the Macondo well.
1052、But that’s also the next frontier, too,
1053、the US Gulf, in terms of, for production and discoveries.
1054、It’s unbelievable really.
1055、The renaissance in United States drilling is unbelievable.
1056、What people don’t realize on energy is that effectively,
1057、energy has been cheap in the United States from day one.
1058、I really believe the US economic advantage
1059、for the last 100 years has been cheap energy.
1060、Yeah. And it’s gonna turn to that again.
1061、It’s turning right now.
1062、What about the impact of shale gas?
1063、- Exactly. – – And oil. Both.
1064、Coal. Coal.
1065、We have enough coal to last 150 years.
1066、We’re the Saudi Arabia of coal.
1067、It’s too dirty, but the engineers…
1068、- You know, between carbon sequestration… – They’re shutting them down.
1069、You know where the dirty coal’s going?
1070、Going to China because they don’t care,
1071、and they’re going to burn it all.
1072、If it’s the cheapest BTU, China takes it.
1073、Bill Richardson was at this hotel the other night,
1074、giving a talk, they said, “Mr. Secretary,
1075、what do you feel about the future for solar and wind?”
1076、And he said, “Well, let me tell you this.
1077、The sun don’t always shine, and the wind don’t always blow. “
1078、So natural gas is our future.
1079、And I agree with that.
1080、In the next 10 to 20 years, I agree with that totally.
1081、I think longer term, solar will have a place.
1082、At the end of the day, people are concerned about the environment.
1083、And what plays into gas is we had an explosion in the Gulf.
1084、We had the nuclear meltdown in Japan.
1085、- Which is scary. – Which is scary, so…
1086、- Wanna pay more for that? – So what’s your poison?
1087、- Like, Al Gore once… – Let’s not say poison. Let’s say, what’s…

1093、when we’re the most high-profile industry out there and yet…
1094、Led by the big international majors, Exxon, Shell, and BP,
1095、they didn’t think they have to answer to anybody.
1096、They thought it was going to be beholden to the legislators
1097、to be open and transparent.
1098、They didn’t want to talk to anybody.
1099、There was an arrogance there, too, was a problem.
1100、There’s a huge arrogance. Why should we have one dollar gasoline?
1101、Or two dollar gasoline or three dollar? Why should we have that?
1102、Personally, I think we should tax
1103、the living hell out of gasoline, I think we should…
1104、That’s a political statement, not an energy statement.
